Racing Rules

SI.1. All races will be governed by the ISAF Racing Rules of Sailing (RRS), RYA prescriptions thereto and Club Regulations and Sailing Instructions. The race organisers and the club shall not be liable for any loss, damage, death or personal injury howsoever caused to the owner/competitor, his skipper or crew as a result of their taking part in the race or races. Moreover, every owner/competitor warrants the suitability of his yacht for the race or races.  SI.2. In addition to RRS 63.1 failure to wear adequate personal buoyancy and, during January, February and March wet suits or dry suits, as required by Club Bylaws 47, 68 & 70, will result in disqualification without a hearing as well as immediate suspension.  SI.3. A boat shall race in the class race designated by the Committee. Two man boats may sail single-handed in their class subject to SI.22. Boats racing shall hold valid Measurement Certificates with current buoyancy endorsements where applicable. SI.4. It is the responsibility of the helmsman to see that the boat's number and the helmsman's name are correctly and legibly entered on the entry sheet controlled by the OOD before the 6-minute signal. Failure to do so may result in being ranked as a non-starter. (The helmsman is the person who steers for the majority of the race). SI.5. In addition to RRS 63.1 helmsmen whose boats have incomplete or incorrect numbers on their main sails maybe disqualified without protest, unless permission has been obtained from the OOD  SI.6. Members' guests may race at the discretion of the OOD They will not score points and will sign declarations as guests.  SI.7. RRS 78.1 and 78.2 shall not apply during normal club racing.  SI.8.  The Official Notice Board is the course board in the hallway of the Oxford Sailing Club. Official notices shall be posted at least 1/2 hour before the start of the race to which they apply.  SI.9.  The limnological towers are to be regarded as obstructions to sea room, and boats shall keep well clear. In addition, see bylaw 55. (boats to give 20 metres clearance to shore based fishermen and 30 metres to boat based fishermen) Schedule of Races  SI.10.  The schedule of races can be found in the yearbook.  Course  SI.11.  Asymmetric Fleet (1005 and under)    (Farmoor II only) The course will be shown on a course board under Flag “T”.  It will display the number of a “Windward Mark” designated by the letter “W” on the board and the number of a “Leeward Mark” designated by the letter “L”.   Both marks “W” and “L” are to be “Rounding Marks” at all times.  (If this course board is NOT displayed, by default, the course to be sailed will be that designated for the other fleets).The course will be selected from 11 fixed marks numbered 0-9 and Y and other movable marks. The marks are to be passed on the required side in the sequence displayed on the course board, to port or to starboard. The course will be shown in white lettering on a red (port) or green (starboard) background, the marks to be passed in the sequence shown. The number of laps may be shown in white lettering on a black background. If the number of laps is not displayed it is to be 10 laps.  Other Fleets On Farmoor II the course will be selected from 11 fixed marks numbered 0-9 and Y and other movable marks. On Farmoor I the course will be selected from 8 fixed marks numbered 1-8 and other movable marks. The marks are to be passed on the required side in the sequence displayed on the course board to port or to starboard. The course will be shown in white lettering on a red (port) or green (starboard) background, the marks to be passed in the sequence shown. When the committee boat Skippy is being used the course boards have the numbers in red or green on a white background to indicate on which side they should be passed.  The number of laps may be shown in white lettering on a black background. When Skippy is in use the number of laps may be shown in black lettering on a white background. If the number of laps is not displayed it is to be 10 laps. SI.12  Asymmetric Fleet (1005 and under) (Farmoor II only) A boat shall be deemed to have completed a lap each time it passes the “leeward Mark” 

Other Fleets

A boat shall be deemed to have completed a lap each time it passes through the club's finish line, or, if mark 9 on Farmoor II or mark 8 on Farmoor I is not a mark of the course, each time it passes the last mark named on the course board, irrespective of the position of the starting line.  STARTING  SI.13.  RRS 26 is amended.   The Schedule of races will apply. The Warning signal will be made 6 minutes before the start, (class flag raised and sound made).The Preparatory signal will be made at 3 minutes before the start. (flag raised and sound made)  At the start the Class flag will be lowered and sound made and Preparatory flag lowered only if there are no more starts to run. SI.14. Two minutes after the start of a general recalled race the fist substitute will be lowered, if the start was part of a sequence of starts and there are races to follow, the new start will be three minutes after the last previously scheduled start of the sequence. RRS 29.2 is amended accordingly. ie. after a general recall the race concerned will be restarted 6 minutes later, but if there are following races it will be restarted 3 minutes after the last race.  SI.15.  The starting line shall be one of the following: a.              Between the mast on the starters box and an outer distance mark. b. Between the mast, or the forward mast if there is more than one, on the committee boat and outer distance mark. c.  Between a mast on the shore and outer distance mark.  In all cases the outer distance mark shall be a mark specifically laid for that purpose or one of the fixed marks 0-9 and Y. The outer distance mark will be indicated by black lettering on a white background on the course board. An inner limit mark may be laid and at the start boats must cross the line between the limit marks.  Finishing  SI.16  Asymmetric Fleet (1005 and under) Farmoor II only)  This amends RRS 32. The finishing line shall be one of the following: a. The Club finishing line, between mark 9 and the mast on the Starter's Box on Farmoor IIb.  Between a mark of the course and the mast, or the forward mast if there is more than one, of a Committee boat flying a blue flag. c.  Between a mark of the course and a mast on the shore flying a blue flag.  On completing the specified number of laps the “Leeward Mark” becomes the penultimate mark of the course which must be rounded in the same direction as indicated by the course board and sail to the finishing line which must be crossed from the same direction as the non-asymmetric fleets. If the course is to be shortened a flag “C/T” at either the windward mark or leeward mark will be displayed and competitors should sail to the finish line after rounding the mark. If a course is shortened to one of these lines the relevant shortened course flags shall be flown from the mast at the finish line used, and the blue flag may be omitted.  

Other Classes

 The finishing line shall be one of the following: a) The Club finishing line, between mark 9 and the mast on the Starter's Box on Farmoor II or between mark 8 and the mast on the Starter's box on Farmoor I.b) Between a mark of the course and the mast, or the forward mast if there is more than one, of a Committee boat flying a blue flag. c)Between a mark of the course and a mast on the shore flying a blue flag.  If a course is shortened to one of these lines the relevant shortened course flags shall be flown from the mast at the finish line used, and the blue flag may be omitted.  SI.17   When the start and finish lines are in approximately the same area and code flag "Z" is displayed boats shall finish when they next cross the finishing line and their position will be determined on the average time taken to complete a lap.  SI.18. Time limits are given in the Sailing Programme. If the leading boat does not finish within the time limit the race may be abandoned. Helmsmen who have not finished within the overall time limit may receive retirement points.  Scoring  SI.19.  Points shall be awarded to helmsmen, not boats - in accordance with the Low Points scoring system of Appendix A RRS, except:  Retirement:  Points equal to the number of starters plus 1.Disqualification: Points equal to the number of starters plus 2. Non-starter:            Points equal to the number of starters in the race with the greatest number of starters in the series plus 3.  The number of races to count in any series shall be 55% with fractions rounded up to the nearest whole number Ties shall be broken in favour of the boat with most first places etc. in accordance with Appendix 8 of RRS.  SI.20.  When a helmsman misses a race because he/she is on race duty, then he/she will receive average points for that race. Average points will be calculated as being the sum of the points scored divided by the number of races in which the helmsman ranked as a starter. It is the helmsman's responsibility to indicate on the race day results sheet that he was eligible for average points in those races. Failure to do so will result in the helmsman being counted as a non-starter.  SI.21.  At any of the one-day events, two helmsmen may enter as a team, indicating this by entering both names on the entry sheet. Helmsmen so entered must not race simultaneously in separate boats.  SI.22.  Two man boats sailed single-handed other than in handicap races shall always be placed lower than boats with the correct crew.  SI.23.  The RYA Portsmouth Yardstick as set out in the current YR2 will be used. Portsmouth Numbers will be those published in the current YR2, unless adjusted by the race committee. When sailing in handicap races, boats which normally carry crew of two will, if sailed single-handed, have their handicap reduced by forty. These boats shall sail in the handicap race defined by their two-man handicap.   Protests  SI.27. The 720 degree Turns Penalty, RRS 44.2 will apply.  SI.28.  Protests must be submitted to the OOD in accordance with RRS 61.3 as soon as possible after the finish of the race.
